If that&#8217;s the case, then the City is establishing a super-class of voter who has all the privileges of &#8220;ordinary&#8221; residents, while getting to skip one of the major responsibilities: paying property taxes. I&#8217;ve read articles in the Chronicle about these districts before, but they were remarkably uninformative. We definately need more information on just what goes into one of these &#8220;annexations for limited purposes.&#8221; For damn sure, the folks being annexed need it.
